Trump's Ambitious Statement on US Energy Investment in Venezuelan Meets Expert Doubt.

Industry experts have shown significant caution regarding recent statements that US oil giants will swiftly commit billions of dollars to fix Venezuela's dilapidated energy sector.

Requirement of Absolute Assurances

Absent an absolute assurance of full reimbursement from the US federal government, analysts expect international firms to proceed with significant hesitation.

“It seems too early to speculate on any upcoming plans,” a spokesperson said recently.

The ambitious timeframe of under 18 months was boldly proposed. Nevertheless, industry projections indicate a more cautious outlook.

A More Realistic Schedule

“It’s probably going to take 36 months for any kind of recovery in production,” said an energy analyst.

He suggested oil companies would likely spend:

  • Initial phase: Sorting through new regulatory frameworks.
  • The second year: Commencing reconstruction of infrastructure.
  • Final phase: Reaching a position to meaningfully increase production.

This would lead to an increase of around half a million bpd maybe by late 2028.

Desire Versus Readiness for Investment

There is a important separation between companies' curiosity and their willingness to spend substantially.

“I believe their interest is an eight, on a scale of one to 10. I think their readiness is a mid-range score, because there is no clarity yet.”

Veteran operators in the country reinforce this sentiment. The expectation is that firms will publicly call it fantastic while actually proceeding with deliberate slowness.

The Vast Investment Required

The required outlay would be enormous. Research estimates suggest that increasing production by between 500,000 and a million barrels per day would require over $10 billion in funding over two to three years.

Yet, returning output to peak levels of around 2.5 million barrels per day could require a staggering $80 billion to $90 billion over many more years.

The Outstanding Question of Federal Guarantees

The idea of firms being compensated by the federal government has been repeatedly floated. However, specific plans on any guarantee have not yet been announced.

This lack of certainty is the primary factor behind the sector's hesitation. Operators seek protection against sovereign risk and the possibility that a different administration could refuse any promise.

“You need to be insured against sovereign risk, that we’ve experienced in Venezuela already.”

Therefore, while political confidence runs strong, the financial realities suggest a journey of extreme caution for potential large-scale investment in the Venezuelan oil sector.
